Council Terms, 1947-present

The ITU Council is composed of ITU ​Member States elected by the ITU Plenipotentiary Conference for a term of office. ​A Council term is the period between two plenipotentiary conferences. During a term, the Council meets annually at the ITU headquarters in Geneva, Switzerland. ​​

Council seats are ​​distributed proportionally among the ITU's administrative regions, which span the globe. This structure dates back to 1959, when the Plenipotentiary Conference restructured the original four administrative regions and added a fifth one to reflect significant geopolitical changes resulting from decolonization.​​​​​​ Since 2010, each region is allocated a number of seats equal to 25% of its Member States.
