Council Terms, 1947-present
The ITU Council is composed of ITU Member States elected by the ITU Plenipotentiary Conference for a term of office. A Council term is the period between two plenipotentiary conferences. During a term, the Council meets annually at the ITU headquarters in Geneva, Switzerland.
Council seats are distributed proportionally among the ITU's administrative regions, which span the globe. This structure dates back to 1959, when the Plenipotentiary Conference restructured the original four administrative regions and added a fifth one to reflect significant geopolitical changes resulting from decolonization. Since 2010, each region is allocated a number of seats equal to 25% of its Member States.
