Council Sessions, 1947-present
The ITU Council is composed of ITU Member States elected by the ITU Plenipotentiary Conference for a term of office. The Council meets annually in an "ordinary session" at the ITU headquarters in Geneva, Switzerland. In addition, extraordinary sessions may be convened to deal with specific matters – these are sometimes referred to as "additional" or "special" sessions. Since 1998, an extraordinary session of the newly elected Council has been held the day after a plenipotentiary conference to prepare the next ordinary session of the Council.
At the first meeting of each ordinary session, a Chair and a Vice-Chair are elected on the basis of geographical rotation within the ITU administrative regions. During his/her time in office, the Chair organizes the work of the Council and may be called upon to take the necessary steps to convene additional sessions, hold consultations, or take decisions.
